Accelerating the recognition of MRA labs between Indonesia and South Korea

After several months without an update on the progress of recognition South Korean test labs for Mutual Recognition Arrangement (MRA), the Ministry of Communication and Digital (KOMDIGI) continues to expedite the South Korean test lab’s application for MRA labs recognition. The plan to accelerate the implementation of MRA labs was announced during a meeting between the Directorate General of Digital Infrastructure (DJID) and the National Radio Research Agency (RRA) in Jakarta on 4 November 2025.

The meeting between Indonesia DJID and South Korea RRA discussed the acceleration of implementation of MRA labs recognition and the follow-up to the regulation of KEPMEN KOMDIGI No. 13 year 2025 regarding the recognition of foreign test labs for DJID certification. In this article we will discuss all important notes from the meeting between Indonesia DJID dan South Korea RRA, as well as the current condition of MRA for Indonesia type approval certification.

Key notes of meeting between Indonesia DJID and South Korea RRA for MRA labs recognition

Here are several key takeaways from the meeting between Indonesia DJID and South Korea RRA, with the main topic of discussion about the recognition of South Korean labs as MRA labs.

  •  Indonesia DJID will prioritize accelerating the recognition of all 16 South Korean labs to be MRA labs. Currently, 4 South Korean labs already have MRA status, while other 14 labs remain non-MRA.
  • Indonesia DJID will clarify in detail the steps required by South Korean test labs in the MRA application process, including document completion, audit procedures, and adjustments to testing standards to comply with applicable regulations in South Korea.
  • Indonesia DJID will request South Korea RRA to confirm directly with South Korean test labs regarding the planned application timeline and any obstacles they may encounter in the MRA recognition process.
  • South Korea RRA will support efforts to accelerate the MRA process by providing assistance in document preparation, technical consultation, and field audits, which will be conducted in stages.
  • South Korea RRA has requested extension on recognition period for non-MRA South Korean labs until June 2026. This aims to provide each lab with sufficient time to prepare in accordance with applicable MRA standards in Indonesia.
  • South Korea RRA will immediately confirm the results of the MRA submissions from each testing lab and submit the results to Indonesia DJID as a basis for follow-up in the next stage.

Current condition of MRA labs recognition for DJID certification

Based on the regulation of KEPMEN KOMDIGI No. 13 year 2025, there are a total of 16 South Korean labs recognized as foreign test labs for DJID certification until 31 December 2026. From these 16 South Korean labs, 4 South Korean labs have been recognized as MRA labs.

The MRA recognition of those 4 South Korean labs was carried out in two batches. Nemko and Dt&C Korea were recognized as MRA labs in May 2025. And one month later, KTL and Eurofins KCTL were also recognized as MRA labs. The validity period of MRA recognition will vary for each lab, and only test reports issued after the recognition date can be categorized as MRA test reports.

Since there are already 4 South Korean labs recognized as MRA labs, so there are still 12 labs that have not recognized as MRA labs. The table below shows a list of the 12 South Korean labs that still have non-MRA status.
