Previously, we have discussed two South Korean labs, Nemko Korea and Dt&C Korea, which have been recognized as MRA labs by the Directorate General of Digital Infrastructure (DJID) in the first batch. Now, the DJID Office has updated its list of MRA labs by adding two more South Korean labs into MRA labs list: Korea Testing Laboratory (KTL) and Eurofins KCTL Co., Ltd.
In this article we will discuss all about the MRA mechanism and current recognized MRA labs from South Korea for DJID certification.
MRA labs recognition mechanism
The initial process of recognizing foreign test labs as MRA labs for DJID certification is based on the following mechanism:
- The Ministry of Communication and Digital (KOMDIGI) carries out a mutual recognition by signing an agreement with another country that will become an MRA partner country.
- Type of test reports will be determined in the MRA registration process by evaluating the application for the scope of testing capabilities from the MRA partner labs.
- Foreign test labs that are currently recognized based on the latest regulations and come from MRA partner country have an opportunity to be recognized as MRA labs.
The MRA mechanism between Indonesia and MRA partner country is conducted based on the principle of reciprocal mutually benefit. After the MRA partner country agreed to sign MRA agreement with Indonesia, then below are the stages of MRA labs recognition process:
- The MRA partner country submits an application to Ministry of Communication and Digital (KOMDIGI) for determination of MRA labs.
- Application for determination of MRA labs are submitted by attaching the requested testing scope and all MRA requirement documents.
- All the requirement documents for recognition of foreign testing labs to be MRA labs must be submitted in Bahasa Indonesia or English.
- After the application is submitted, then KOMDIGI through DJID will verify the application and issue the determination.
Scope of Korea Testing Laboratory (KTL) as MRA lab
Korea Testing Laboratory (KTL) is one of the main testing labs in Korea that provides comprehensive public testing services ranging from testing, inspection, calibration, and product certification. Therefore, KTL plays a crucial role in the standardization and testing ecosystem in South Korea. The table below shows the profile of KTL as a recognized labs under MRA mechanism.

Eurofins KCTL Co., Ltd also provides testing services for type approval certification both for South Korea and international regions, including RF, EMC, and electrical safety testing. Therefore, Eurofins KCTL Co., Ltd plays an important role for the type approval certification testing ecosystem both in South Korea and international regions. Conclusion
With the recognition of two new South Korean labs, there are now four South Korean labs that have been officially registered as MRA labs for type approval certification in Indonesia. These additional labs are expected to provide more options to the applicants or manufacturers, especially if the RF feature must be tested by MRA and DJID lab only. The addition of these two labs is also expected to expedite the certification process and deliver test results that are more in line with local technical standards in Indonesia.
The implementation of MRA labs will change landscape of type approval certification in Indonesia, especially after the KEPMEN KOMDIGI No. 13 year 2025 is expired by the end of 2026.
