SNI certification for household electronic products

The Ministry of Industry has issued a new regulation of PERMENPERIN No. 7 year 2025 about the implementation of SNI mandatory for household electronic products. This regulation is established to protect consumers and domestic producers from low-quality imported products. The ministerial regulation number 7 should come to effect after six months since the promulgated date of the regulation. And because the regulation has been promulgated on 24 January 2025, then the enforcement should be on 24 July 2025. Therefore, in this article we will discuss all about new regulation of SNI mandatory for household electronic products.

Scope of SNI mandatory for household electronic products

Referring to ministerial regulation number 7, there are several types of household electronic products that subjected to SNI certification. The regulation defines household electronic as household electronic products with a rated supply value of not more than 250V AC single phase or DC supply.

This regulation also states that SNI certification for household electronic products applies to domestic and/or imported products marketed within the territory of Indonesia. Table below shows the complete list of SNI mandatory for household electronic products.

SNI conformity assessment

SNI certification for household electronic products

The implementation of SNI mandatory for household electronic products is carried out through conformity assessment activities based on certification system type 5. Conformity assessment under certification system type 5 is carried out based on two main stages below:

  • Factory audit: SNI certification for type 5 requires audit of production site and implementation of quality management systems in accordance with ISO 9001:2015.
  • Sample testing: SNI certification type 5 also requires a quality conformity testing based on applicable SNI testing standards.

Both factory audit and sample testing must be carried out by appointed LSPro and testing laboratory by the Ministry of Industry. The results of conformity assessment process is stated in the form of SNI Certificate.

SNI certificate holders

Basically, there is no significant change for SNI certificate holders in this new regulation. SNI certificates can still only be owned by:

  • Local manufacturer companies
  • Foreign manufacturers

SNI certificate is issued to one local manufacturer company or one foreign manufacturer for one production site only. Based on the new regulation, certificate holders can list more than one brand in one SNI certificate. The SNI certificate is valid for five years from the issuance date of SNI certificate.

SNI certificate under local manufacturer companies

Here are some main requirements if a local manufacturer company wants to be SNI certificate holder for SNI mandatory household electronic products:

  • Have a business license in the industrial sector according to the scope of KBLI 27510, 27520, 28130, and/or 28193.
  • Local manufacturer companies have their own brand for household electronics class 7, class 8 , class 9, and/or class 11 issued by the Directorate General of Intellectual Property.
  • Produce household electronic products with the lowest protection class of class I, and the lowest class II for handheld kitchen equipment products.
  • Local manufacturers have implemented the ISO 9001:2015 quality management system.
  • Have production facilities and testing equipment.
  • Local manufacturer companies must have a SIINas account.

SNI certificate under foreign manufacturers

Here are some main requirements if a foreign manufacturer company wants to be SNI certificate holder for SNI mandatory household electronic products::

  • Conducting business activities in household electronics industry.
  • Foreign manufacturers have their own brand for household electronics class 7, class 8 , class 9, and/or class 11 issued by the Directorate General of Intellectual Property.
  • Have an official representative appointed by the foreign manufacturer, one foreign manufacturers can only appoint one official representative.
  • Official representative only represents one foreign manufacturer, or local representative can represent more than one foreign manufacturer if they are under the same parent company.
  • Official representatives obtain licenses agreement for household electronics brands of class 7, class 8, class 9, and/or class 11 from foreign manufacturers.
  • Official representatives control warehouses in the same city or district.
  • Official representatives can act as importers for household electronic products produced by foreign manufacturers.
  • Importers can be appointed by more than one official representative.
  • Foreign manufacturers have production facilities and testing equipment.
  • Official representatives must have a SIINas account.

SNI certification process for foreign manufacturers

Before starting the factory audit and sample testing process, official representatives must conduct registartion activities firs on their SIINas account, including:

  • Inputting data by filling out the form.
  • Selecting the SNI to be submitted for conformity assessment.
  • Selecting the LSPro that will conduct the conformity assessment.
  • Uploading brand certificate for household electronics products class 7, class 8, class 9, and/or class 11 issued by the Directorate General of Intellectual Property.
  • Uploading other supporting documents in the form of:
    • Application letter printed through SIINas and signed by the director of the 0fficial representative.
    • Copy of the deed of establishment of the foreign manufacturer and its amendments.
    • Copy of business license with the scope of business activities of the household electronics industry.
    • Certificate of ISO 9001:2015 quality management system.
    • Statement letter printed through SIINas and signed by the director of official representative.
    • Production process flow diagram.
    • Information on household electronics including product type, brand, and type/model.
    • List of product groups.
    • List of critical components.
    • Certificate or test results for critical components according to IEC standards or equivalent standards.
    • List of production facilities and testing equipment.
    • List of product quality control from raw materials to final products.
    • List of documented information according to ISO 9001:2015.
    • Organizational structure.
    • Business process.
    • SNI certificate for cords and plugs if there are cords and plugs in household electronics.
    • Illustration of the affixing of the SNI mark.

Maclon case for SNI household electronic products

Based on the new regulation, there is a new rule when foreign manufacturer uses maclon factory. If foreign manufacturer as brand owner uses maclon factories to produce their household electronic products, then SNI certificate can only be processed if maclon factories have their own brand and must be registered in Directorate General of Intellectual Property. So, maclon factories must have their own existing SNI certificate for their own brand.

If foreign manufacturers as brand owner insist on certifying household electronic products manufactured by maclon factories that do not have SNI certificate, it can not be processed because it against regulation.
