Indonesia DJID release draft of Technical Standards for Specific Absorption Rate (SAR)

Previously we have posted about DJID’s plan on amendment to KEPMEN KOMINFO No. 177 of 2024 for Specific Absorption Rate’s Technical Standards. On 19 February 2026, the Directorate General of Digital Infrastructure (DJID) has officially published the draft of Technical Standards for Specific Absorption Rate as their plan for amending the regulation. The draft Technical Standards is still focusing and applicable for mobile phone and computer tablet devices only. Therefore, in this article we will discuss all important notes from the draft of Technical Standards for Specific Absorption Rate (SAR).

Key notes of draft Technical Standards for Specific Absorption Rate

Following are several important notes from the draft technical standards of Specific Absorption Rate for mobile phone and computer tablet devices:

  • Establishing specific absorption rate limits for the head and/or the torso/body and limbs that must be met by mobile phone and computer tablet devices.
  • The requirements of specific absorption rate limit for the head can be exempted for computer tablets that do not have a speaker for next-to-the-ear voice communication.
  • During the certification, applicants must submit specific absorption rate test report and statement letter stating that the device does not have a speaker for next-to-the-ear voice communication for computer tablets.
  • In the case the testing labs cannot issue the specific absorption rate test report immediately, applicants can submit confirmation letter from the testing labs for the certification process.
  • The exception provisions for submitting specific absorption rate test reports for the certification are only valid until 31 July 2027.
  • The enforcement of the draft technical standards specific absorption rate may revoke the regulation of KEPMEN KOMINFO No. 177 of 2024.

How to participate during the public consultation?

In accordance with the mandate of Article 46 of Law Number 30 of 2014 regarding Government Administration, which requires government agencies to provide information to stakeholders before making a decision, the Ministry of Communication and Digital through the Directorate General of Digital Infrastructure intends to disseminate information to all related stakeholders on the Draft Decree of Technical Standards for Specific Absorption Rate (SAR) invites all related stakeholders to provide responses or input on the Draft Decree. Responses or input can be submitted to the Directorate General of Digital Infrastructure of the Ministry of Communication and Digital via email to: muha115@komdigi.go.idcahy001@komdigi.go.idaria001@komdigi.go.id and siti023@komdigi.go.id no later than 27 February 2026.
