Now we also need to discuss little bit about the gathered information from event held by the authority called the EMC Excellence Forum 2025: Evolving Standards and Testing Insights. This event was held on 4 June 2025 at the Telecommunications Equipment Testing Center (BBPPT Lab) attended by the Minister of Communication and Digital (KOMDIGI) and the Director General of DJID. Through this event we can know that KOMDIGI as the regulator, wants to implement in country independence by doing full local testing for DJID certification in 2027.

EMC testing for DJID certification

EMC testing is one of the mandatory requirements when certifying telecommunication devices, also known as DJID certification. The obligation of EMC testing has been in effect since 2018. At that time, the EMC requirements for DJID certification was only applied to several types of devices and technical regulations. Fast forward to 2025, currently the results of EMC testing are one of the mandatory requirements that need to be submitted for almost all types of telecommunication devices.
If we looking at the existence of local EMC labs, there has been quite significant development in numbers. Initially, EMC testing could only be done in just a few local EMC labs such as Baristand and Qualis. But fast forward to 2025, right now there are more local EMC labs available for the EMC test of telecommunication devices in Indonesia.
In addition, EMC testing parameters have also changed gradually from year to year. Initially, EMC testing still focused on radiated emission parameters. As time goes by, Indonesian authority always asks for improvement from local EMC labs so that local EMC labs can compete with foreign EMC labs. Currently, EMC testing parameters for conducted emission at terminal power and telecom ports have also been implemented. In the near future, EMC testing for immunity parameters will also be mandatory for some of telecommunication devices.
Realizing full local testing for DJID certification
If we look at the latest regulations related to foreign testing labs, it can be seen that Indonesian authority wants to be free from dependence on doing testing at foreign testing labs. Therefore, in the EMC Excellence Forum 2025, the minister of KOMDIGI targeted that all testing process of telecommunications devices must be shifted and conducted domestically no later than 31 December 2026.
This statement did not come without a clear plan. The Indonesian authority has made a fairly clear roadmap regarding the preparation for being independence for doing full in country testing for telecommunications devices. This effort is also strengthened through cooperation between the Ministry of Communication and Digital (KOMDIGI) and the National Standardization Agency (BSN) for local laboratories recognition.
The collaboration between KOMDIGI and BSN is a crucial point in the journey towards Indonesia’s testing independence. Through this synergy, DJID seeks to simplify the accreditation and determination process of local testing laboratories of telecommunications devices.
In the last three years, BBPPT Lab as KOMDIGI’s testing lab has recorded testing revenues of more than IDR 32 billion. Although it is an important achievement, this figure is still far compared to other countries such as Germany which recorded annual revenues of more than IDR 59 trillion and South Korea which targeted more than IDR 11 trillion.
This is an indicator that there is a very large potential for developing the sector in Indonesia. If now most of telecommunication devices entering Indonesia are still tested abroad, then with the readiness of Indonesian local labs, KOMDIGI believe within one year we should be able to shift testing domestically for almost all type of telecommunication devices.
Facilities and testing scope of local labs for DJID certification
Currently, local testing laboratories in Indonesia are ready and capable of conducting telecommunication device testing independently with excellence testing facilities align with international standard. Now various testing requirements for DJID certification can be carried out in local testing laboratories labs in Indonesia. Here is some information about the facilities and the testing scope of each local test labs in Indonesia:
- Local RF labs: now the testing for all types of RF features can be done in local RF labs in Indonesia. BBPPT Lab has almost all types of RF testing required for DJID certification.
- Local EMC labs: the number of local EMC labs have increased every year and now EMC testing can also be done in several local EMC labs with 3 – 10 meter EMC testing chamber. In addition, there are already three local EMC labs that are ready to conduct testing for EMC immunity.
- Local electrical safety labs: electrical safety test can be carried out in several local Safety labs in Indonesia such as BBPPT Lab, B4T Lab, HCTI, and so on.
- Local laser safety labs: at the moment laser safety testing can only be done in three local labs which are BBPPT Lab, Sucofindo, and Telkom Test House.
- Local SAR labs: currently, SAR testing can only be done at BBPPT Lab. Because there is only one local SAR lab, the process of issuing test reports also takes longer than other testing.
