If you follow some of our published news for foreign test labs recognition, we have reported that in last one year the Indonesian government through Ministry of Communication and Digital has conducted several workshops for the implementation of Mutual Recognition Arrangement (MRA) with South Korea. This MRA scheme is basically about mutual recognition of telecommunications equipment testing laboratories between Indonesia and South Korea. Through this MRA scheme, it is expected to have a positive impact, especially for the certification process of telecommunications equipment in both countries.

MRA implementation based on government regulation number 43 of 2023
Back to 2023, at that time the Indonesian government issued a regulation called PP No. 43 year 2023 regarding the types and tariffs for non-tax revenue of the Ministry of Communication and Informatics. In this regulation, it mentions several types of certification prices that are also distinguished based on the MRA and Non-MRA schemes. So, the terms of MRA and Non-MRA were introduced for the first time when this government regulation was issued.
Beside the MRA and Non-MRA schemes, the government regulation also explains other determining factors of DJID certification prices. In general, the prices of DJID certificate are determined based on the category of telecommunications equipment and the type of test reports used.
Initial plan of MRA implementation for foreign laboratories
In the sharing session of regulation of PERMEN KOMINFO No. 5 year 2024, it was stated that DJID has a timeline for the recognition of foreign labs with the MRA scheme which it will be implemented in early 2027. This means that DJID certification are submitted with foreign test reports will only be processed if the Indonesian government through Ministry of Communication and Digital makes an MRA with the partner country.
The MRA scheme here refers to an agreement processed between Indonesia and the MRA partner country to agree on mutual recognition of each other’s labs between the two countries involved in the MRA scheme. Therefore, it is possible that in the future the DJID certification can only be processed using local test reports and the MRA scheme with the partner countries.
Currently, Ministry of Communication and Digital has begun to approach several MRA partner countries to realize this MRA plan. In addition, there is a possibility to conduct an MRA with the partner labs that have been recognized if the country where the labs are located can not conduct an MRA with Indonesia. South Korea is most likely to be the first country that will implement the MRA mechanism with Indonesia.
New update for MRA implementation between Indonesia and South Korea

Indonesia and South Korea officially started implementing the Mutual Recognition Arrangement (MRA) for telecommunications equipment testing laboratories starting on 27 May 2025. This policy is a strategic step in strengthening international cooperation in the field of telecommunications equipment certification, following the signing of the MRA agreement on 27 May 2024 by the Deputy Minister of Communication and Digital of the Republic of Indonesia and the Deputy Minister of Science and ICT of the Republic of Korea.
The period from 27 May 2024 to 26 May 2025 was previously used as a confidence building stage between the two countries, in order to align understanding of each other’s technical regulations. As a follow-up to the agreement, Indonesia has received and approved the recognition of South Korean testing laboratories. The Director General of Digital Infrastructure has designated these laboratories as part of the list of foreign testing labs in the MRA scheme.
The implementation of this MRA has brought a number of positive impacts, including the recognition of test reports from laboratories that have been recognized by both countries. Thus, telecommunications devices tested in registered South Korean laboratories can be used in the certification process in Indonesia without the need for re-testing in the destination country, and vice versa.
This decision certainly provides significant efficiency in terms of time and cost for applicants. MRA also encourages improving the quality and capabilities of testing labs in Indonesia. Laboratories that recognized within the MRA mechanism will continue to be evaluated and supervised by the designating authority of each country to ensure the quality of test results.
As part of the implementation, the certificate prices for applications with test reports from foreign test labs MRA will be adjusted referring to the technical scope of the recognized testing. This tariff adjustment is based on government regulation number 43 of 2023 regarding types and tariffs for non-tax revenue of the Ministry of Communication and Digital.
