Through an official announcement on the website of the Directorate General of Digital Infrastructure (DJID), a draft of minister regulation for technical standard of land mobile radio devices was published on 18 May 2025. Currently, a public consultation for feedback and input of the draft regulation is still underway. The current regulation for land mobile radio devices is considered no longer relevant to developments in land mobile radio technology, so regulatory updates are needed. Updating old technical standards of land mobile radio devices

The Ministry of Communication and Digital (KOMDIGI) is currently drafting a ministerial decree that will replace the existing technical standards for land mobile radio telecommunication devices. This step is taken to align technical regulations for land mobile radio devices with the latest technological developments in radio communications. Furthermore, the draft ministerial decree will simplify the current several land mobile radio technical regulations into a single technical standard.
Main points of the draft ministerial decree for land mobile radio devices
Following are several important points listed in the draft ministerial decree for land mobile radio telecommunication devices:
- Updated EMC requirements follow the international standard of CISPR 32 or ETSI EN 301 489.
- Updated electrical safety requirements follow the international standard of IEC 60950-1 or IEC 62368-1.
- Land mobile radio devices are divided into three types: conventional radio devices, trunked radio devices, and private mobile radio devices.
- Conventional and trunked radio devices are divided into four groups: handheld, mobile, base/repeater, and radio modem. Private mobile radio devices, however, are limited to the handheld group only.
- Restrictions on the operating frequency of devices have been reduced from the previously wide range. For example, UHF devices were permitted to operate at frequencies of 300 MHz – 3000 MHz. In this draft regulation, UHF devices are adjusted to reflect the allocation according to TASFRI and the prevalence of devices marketed in Indonesia. Refer to the draft regulation, UHF devices must be operated at frequencies of 300 MHz – 470 MHz only, thus devices with frequency of 450 MHz – 512 MHz are not allowed.
- Testing parameters are limited to those that can prevent harmful interference, including operating frequency, channel spacing, conducted power output, spurious emissions, and frequency error/frequency stability. Other test parameters, including temperature, impedance, and modulation, have been removed.
- Adding the testing methods based on international standards such as ETSI EN 300 086, ETSI EN 300 296, and ETSI EN 300 113.
The draft ministerial decree will replace old regulations of land mobile radio devices
The draft decree of the Minister of Communication and Digital regarding technical standards for land mobile radio telecommunication devices will replace several old technical standards related to land mobile radio telecommunication devices previously established, as follows:
- Decree of the Director General of Post and Telecommunications No. 003/DIRJEN/1996 regarding technical requirements for analog trunking terminal devices.
- Decree of the Director General of Post and Telecommunications No. 84/DIRJEN/1999 regarding technical requirements for SSB-HF/VHF/UHF radio communication devices.
- Decree of the Director General of Post and Telecommunications No. 270/DIRJEN/2001 regarding technical requirements for trunking radio base stations.
- Decree of the Director General of Post and Telecommunications No. 168/DIRJEN/2002 regarding technical requirements for digital trunking radio devices and equipment.
- Regulation of the Director General of Post and Telecommunications No. 209/DIRJEN/2008 regarding technical requirements for modem radio devices and equipment.
- Regulation of the Director General of Post and Telecommunications No. 171/DIRJEN/2009 regarding technical requirements for HF, VHF, and UHF radio communication devices and equipment.
How to participate during the public consultation?
In accordance with the mandate of Article 46 of Law Number 30 of 2014 regarding Government Administration, which requires government agencies to provide information to stakeholders before making a decision, the Ministry of Communication and Digital intends to disseminate information to all related stakeholders on the Draft Decree of the Minister of Communication and Digital regarding the Technical Standards for Land Mobile Radio Telecommunications Devices and invites all related stakeholders to provide responses or input on the Draft Decree.
