The letter stats that the DJID considers to change the current format of the declaration conformity letter. This action is necessary to improve efficiency and expedite the evaluation process of telecommunication devices certification process. What is declaration conformity letter?
Declaration conformity letter is a statement that must be signed by certification applicants (local manufacturers, distributors, or importers), and submitted during submission process of DJID certification. This letter contains information about the telecommunication devices to be certified, a statement of compliance with applicable technical standards in Indonesia, and it must be signed with a 10,000 IDR duty stamp.
The requirements for a declaration conformity letter are also outlined in regulation of PERMEN KOMINFO No. 3 year 2024, specifically in article (12), paragraph (1), and point (C). Although a declaration conformity letter is just an administrative document, it remains crucial in the DJID certification process because it demonstrates the commitment to comply with standards in Indonesia.
Role of declaration conformity letter

In the context of DJID certification, a declaration conformity letter is one of the mandatory documents to be submitted. The purpose of declaration conformity letter is to demonstrate that the device being certified has been complied in accordance with the technical standards in Indonesia.
Declaration of conformity letter also helps expedite technical evaluations because it includes information of device’s operating frequency, transmit power, technical standard references, and the party responsible for product compliance in Indonesia. With a declaration conformity letter, DJID can evaluate the alignment between the provided information and the device’s test results.
Current format of declaration conformity letter
The declaration conformity letter has a standard format established by the DJID as regulatory compliance Indonesia. The current format of declaration conformity letter requires the certification applicant to complete the following information:
- Full name of the DJID certification applicant
- Role of the certification applicant (distributor/producer/importer/local representative)
- Full address of the DJID certification applicant
- Name of equipment
- Trademark of equipment
- Model of equipment
- Frequency range and output power
- Reference to technical standards used
- Declaration of conformity
- Signatory name and position
All information in the declaration conformity letter must align with the requirements of other submitted documents, such as specifications, photographs, and test reports.
New format of declaration conformity letter
With the issuance of Circular Letter No. 3 year 2025, the Directorate General of Digital Infrastructure (DJID) has decided to change the format of declaration conformity letter. The changes of declaration conformity letter format are intended to achieve several objectives below:
- Improve evaluation time efficiency: Lists of requirements for technical standards, working frequencies, and transmission power are no longer need to be detailed.
- Accelerate the evaluation process: Identification and evaluation of declaration conformity letter are faster, and reducing the potential for errors and deficiencies.
- Reduce the potential for rejection: A simpler format of declaration conformity letter is considered can reduce data errors that could potentially lead to application rejection.
- Improve data accuracy: Significantly reduce input errors and improve data accuracy for better information integrity.
Timeline for implementing the new format of declaration conformity letter
The implementation of the new format of declaration conformity letter will be phased in. DJID certification applicants will be able to use the new format of declaration conformity letter starting on 1 August 2025. A transition period will run from 1 August until 31 August 2025. During the transition period, DJID certification applicants will still be permitted to use the old declaration of conformity letter format.
DJID certification applicants will be required to use the new declaration of conformity letter format starting on 1 September 2025, meaning any applications still using the old format of declaration conformity letter will be rejected. In some cases for devices using Wifi technology, the Wifi interface and type of device classification can be stated in a separate declaration letter that is not in a specified format by DJID.
If certain types of devices are required to submit other declaration letters, such as Ethernet and Firmware declaration letters, the Wifi interface and type of device classification can be included in a single declaration letter.
