Basically, the submission of DJID certification can be made with two methods: submitting local test reports by conducting a local testing or using foreign test reports issued by recognized foreign testing laboratory In some cases, applicants can also processing DJID certification by submitting local and foreign test reports together.
This article will focus more on discussing the DJID certification process using test reports issued by foreign laboratories.
Foreign laboratory recognition
Almost every year, DJID will issues regulations related to recognition of foreign testing laboratories in various countries. By issuing the regulation DJID has determined a list of foreign laboratories (BULN) that can be used for the certification process. So, DJID will only accepts foreign test reports issued by the recognized foreign testing laboratory.
The number of DJID’s recognized foreign laboratories will vary each year. Before a new regulation of recognized foreign laboratories is issued, DJID will conduct an evaluation based on some parameters in order to decide recognition status against one laboratory. One of the parameter is how often the laboratory is being used for certification process. The laboratory with the least usage rate will possibly be removed from the list.
The recognition of foreign testing laboratories will be divided into two product categories, the HKT (Handphone, Handheld Computer, and Tablet) and non-HKT.
In general, the regulation of DJID’s recognized foreign laboratories are only valid for 6 months and will be updated before the regulation is expired. It is also explained in the regulation of PERMEN KOMINFO No. 5 year 2024, if after 6 months the DJID still has not issued a new regulation of recognized foreign laboratories, then the test report issued by foreign laboratories on the last regulation can still be used for the certification process as long as it issued before the expiry date of the last regulation.
As the condition had been happed lately, the last regulation of KEPDIRJEN SDPPI No. 109 year 2024 has expired on 31st December 2024, but until early February 2025 the new regulation had not issued yet. Based on the condition, applicants were only able to process certification using foreign test reports with issued date before 1 January 2025.
In the regulation of recognized foreign laboratories, DJID also mentions the addresses of subcontractors of recognized foreign labs and their respective testing scopes. Regarding the testing scope, DJID only recognizes foreign laboratories for RF, EMC, and Electrical Safety. Therefore, DJID can not accepts foreign test report for testing type other than those 3 testing scopes.
Digital signature requirements
Some of foreign laboratories still do not know that currently DJID requires all test reports contained with a digital signature. Digital signature is a mathematical scheme as a means of validation and authentication of electronic documents.
Electronic documents with digital signatures have a high level of security from forgery. The use of the digital signature can prevent falsification of test reports by irresponsible parties. The checking of digital signature on the test report can be viewed using the verification feature on PDF reader software such as Adobe Reader.
However, in some cases DJID also may not accept test report with digital signature due to no signatory information. During the evaluation process, DJID will check the details information contained in the digital signature, especially the signatory information.
If there is no laboratory information on the signatory details, then DJID will reject the application. Following is one of the examples of the signatory information appears as “Adobe Acrobat Sign”, DJID can not accept it.

DJID plans for foreign laboratories recognition
Based on the latest update, DJID has issued a new regulation of KEPEMEN KOMDIGI No. 13 year 2025 regarding the recognized foreign testing laboratory for the period of 2025 until 2026. In total, there are 103 foreign testing laboratories that can be used for DJID certification process.
However, during the socialization of PERMEN KOMINFO No. 5 year 2024, DJID has informed that starting from 1st January 2027, DJID certification using foreign test reports can only be made through a Mutual Recognition Agreement (MRA) scheme.
If you are not familiar with term of MRA, it is an agreement between two or more countries to reach an agreement which regulates the interests of each country. So, in the future it possibly that DJID will only accept local test report and MRA scheme for the certification process.
In addition, on 10th September 2024, there was a workshop regarding the EMC testing process between in Indonesia and South Korea. This workshop is an effort to exchange knowledge and strengthen cooperation between Indonesia and South Korea.
Based on the latest information, South Korea is the first country that most likely to implement MRA with Indonesia. The MRA scheme implemented is mutual acceptance of the test report through mutual recognition of testing laboratories.
