Vietnam MST issue a new Circular No. 01/2025/TT-BKHCN amend the Circular No. 08/2021/TT-BTTTT

The Ministry of Science and Technology (MST) has issued a new Circular No. 01/2025/TT-BKHCN regarding the amendments and supplements to some contents in the Appendix of Circular No. 08/2021/TT-BTTTT. For your information, the Circular No. 08/2021/TT-BTTTT is about the radio frequency bands that are open for public use in Vietnam. Basically, the highlighted topics in this amended Circular are about the addition of frequency band 6 GHz for Wifi and changes on the frequency band for wireless charging. The Circular No. 01/2025/TT-BKHCN was issued on 31 March 2025 and came to effect on 15 May 2025.

In this article we will discuss all important notes from the new Circular No. 01/2025/TT-BKHCN especially for amendments and supplements from Circular No. 08/2021/TT-BTTTT.

Key notes of new Circular No. 01/2025/TT-BKHCN

The new Circular No. 01/2025/TT-BKHCN is issued for amending some contents on the Circular No. 08/2021/TT-BTTTT. The contents need to be highlighted from implementation of this new Circular are supplement of Wifi 6 GHz and amendment of wireless charging frequency band in Vietnam.

MST has opened frequency band 6 GHz for Wifi technology in Vietnam. The allowable frequency range of Wifi 6 GHz in Vietnam is 5925-6425 MHz. Please check table below for detail technical requirements for Wifi 6 GHz.

2). Operators/users of WLAN/RLAN devices must strictly comply with regulations of laws on telecommunications, information safety and data protection.
3). Device shall not be used for devices, system of Unmanned Aircraft Systems (UAS) – Drones.
4). Frequency band 5925-5945 MHz shall be allocated as a guard band.
≤ 25 mW EIRP and Power spectral density (PSD) ≤ 10 dBm/MHz EIRP for narrowband emissions with bandwidth ≤ 20 MHz (require a frequency hopping mechanism based on at least 15 channels to operate at Power spectral density (PSD) > 1 dBm/MHz)According to spurious emission limit 251). Device is for indoor use or outdoor use.
2). Operators/users of WLAN/RLAN devices must strictly comply with regulations of laws on telecommunications, information safety and data protection.
3). Device shall not be used for devices, system of Unmanned Aircraft Systems (UAS) – Drones.
4). Frequency band 5925-6425 MHz shall be allocated as a guard band.

In addition to Wifi 6 GHz, MST also has adjusted some frequency bands of wireless charging into one frequency band with border range. Previously, the allowable frequency bands for wireless charging in Vietnam are 326.5 kHz, 340 kHz and 353-373.5 kHz. Those frequency bands have been changed into one frequency band of 315-400 kHz. Treatment for approved equipment

For the approved equipment which also have feature of Wifi 6 GHz, the existing Vietnam type approval certificate is still valid. However, if manufacturers want to activate the frequency of Wifi 6 GHz in Vietnam, then they need to obtain local test reports for Wifi 6 GHz.

Same as the Wifi 6 GHz, if the approved wireless charger want to have border frequency range, then manufacturers need to do new testing for RF and EMC, both test reports will be needed for Vietnam type approval and SDoC process. This action is required to make sure that the product comply with technical regulation and standard in Vietnam.

The implementation of these amendments and supplements show MST commitment to optimizing the use of license-free radio spectrum. This new Circular No. 01/2025/TT-BKHCN can drives the acceleration of Vietnam’s digital transformation while ensuring product compliance with MST’s technical standards.
