Vietnam MST issue a new Circular 29/2025/TT-BKHCN for list of telecommunications products require Type Approval and SDoC

The Ministry of Science and Technology (MST) has issued a new Circular 29/2025/TT-BKHCN regarding the list of telecommunications and ICT products that require to conduct Vietnam Type Approval and Supplier’s Declaration of Conformity (SDoC). We have previously discussed some significant changes of this new Circular during its public consultation period. In the Circular 29/2025/TT-BKHCN, there are two different product lists that fall into Group-2 products in Vietnam. Appendix I shows list of that require TA and SDoC, meanwhile Appendix II shows the list of products that require SDoC only. This new Circular will take effect on 31 December 2025 and also means that it will terminate the previous Circular 02/2024/TT-BTTTT.

In this article we will discuss all important notes from the new Circular 29/2025/TT-BKHCN and its transition procedure from the old Circular 02/2024/TT-BTTTT.

Key notes of new Circular 29/2025/TT-BKHCN

Circular 29/2025/TT-BKHCN establishes a list of products that potentially cause unsafe interference in the information and telecommunications technology sector. Therefore, it is important to apply the principles of product conformity system by implementing several technical regulations established by the MST Office. This new Circular only regulates telecommunications and ICT products with HS codes and product descriptions listed in the appendix to the Circular.

Every organization and individual producing and selling products listed in the Circular 29/2025/TT-BKHCN is required to conduct quality management activities. The product conformity system is one of the quality management activities for products listed in the appendix of this Circular. The product conformity system is carried out in accordance with the technical regulations established by the MST Office through the Type Approval and SDoC processes in Vietnam.

Transitional from Circular 02/2024/TT-BTTTT to new Circular 29/2025/TT-BKHCN

The new Circular 29/2025/TT-BKHCN will take effect on 31 December 2025, which means that the enactment of this new Circular will terminate the previous Circular 02/2024/TT-BTTTT. The Type Approval certificates and SDoC documents issued to telecommunications and ICT products within the old Circular are still valid util the expiration date stated in the Type Approval certificates and SDoC documents.

If one technical regulation issued before the effective date of Circular 29/2025/TT-BKHCN contain different provisions, then the provisions in Circular 29/2025/TT-BKHCN shall apply. And if there is a new technical regulation issued to replace the technical regulations listed in the appendix of the Circular 29/2025/TT-BKHCN, then the provisions in the new technical regulations shall apply.
