Thailand NBTC request suppliers to apply for SDoC for wireless NVR devices

The National Broadcasting and Telecommunications Commission (NBTC) has officially announced the request for cooperation from suppliers and operators to apply for Thailand type approval certification of radiocommunication equipment in the category of wireless video recorders (Wireless Network Video Recorder: Wireless NVR). The wireless NVR devices with WiFi (RLAN) function will be required to apply for NBTC certification under the SDoC category. There is no new requirements for processing SDoC application of the wireless NVR devices. This NBTC announcement was published on 29 October 2025.

In this article we will discuss all important notes from the NBTC announcement of the request for suppliers and operators to apply for type approval certification of wireless NVR equipment in Thailand.

Key notes of announcement type approval request for wireless NVR devices in Thailand

Background of NBTC’s certification obligation for wireless NVR devices is because the issues from suppliers and operators that do not apply for SDoC and import their wireless NVRs with unauthorized frequency band in Thailand such as 2515 MHz. Therefore, to ensure that the regulation of wireless NVR devices is effective and free from interference with mobile phone network in the frequency band of 2600 MHz, then the NBTC Office requests suppliers and operators shall apply for SDoC registration of wireless NVR devices operated in Radio Local Area Network (RLAN) in accordance with the NBTC’s announcement.

National regulation on technical standards of NBTC TS 1035-2562 for telecommunication equipment and radiocommunication devices using the frequency bands of 2.4 GHz and 5 GHz has notified the obligation of inspection and certification by the NBTC Office before manufacturing or importing the products for sale in Thailand. Referring to technical standard of NBTC TS 1035-2562, following are the allowable radio frequency ranges in Thailand for radiocommunication equipment operating in the frequency bands 2.4 GHz and 5 GHz:

  • 2.400 – 2.500 GHz
  • 5.150 – 5.350 GHz
  • 5.470 – 5.725 GHz
  • 5.725 – 5.850 GHz

Impact of SDoC registration for wireless NVR devices to suppliers in Thailand

The announcement of NBTC’s mandatory certification for wireless NVR devices will require suppliers and operators to submit SDoC applications for wireless NVRs that have not registered with the NBTC Office. This announcement also serves as a warning to suppliers and operators to be more vigilant in complying with the requirements of technical standards for radio frequencies in Thailand.

As already mentioned before, wireless NVR devices must submit an SDoC application to the NBTC Office before being imported and sold in Thailand. The SDoC registration for radiocommunication equipment operating in the frequency bands of 2.4 GHz and 5 GHz can be processed by submitting CE or FCC test reports. Table below shows the required test reports for processing SDoC for radiocommunication equipment operating in the frequency bands 2.4 GHz and 5 GHz.

Conclusion

For suppliers, this announcement serves as an important reminder to be more diligent in complying with technical regulations in Thailand. The NBTC Office emphasizes that cooperation between regulators and suppliers are key to preventing such these issues from recurring. The SDoC registration process is not merely an administrative obligation but also a form of responsibility for maintaining device quality and national radio spectrum stability.

The obligation of SDoC registration for wireless NVR devices may cause confusion for some suppliers and operators in Thailand. Therefore, for further assistance regarding the SDoC application process, you may drop an email to info@narmadi.com if further assistance is required.
