In order to ensure the quality and safety of telecommunication equipment in Indonesia, all the testing activities must be conducted at accredited local and foreign testing labs. The testing labs are also need to be recognized by DJID for each of their testing scope.
In this article we will discuss all about the recognition of local and foreign testing labs, especially DJID’s plans for the recognition of foreign testing labs in the future.
Type of testing labs for DJID certification
As we already know, in September 2024, the regulation of PERMEN KOMINFO No. 5 year 2024 about the determination of testing labs for the purposes of certification of telecommunications equipment was issued. It is stated that there are two types of testing labs, as follows:
- Local testing labs: located in Indonesia and has a scope of testing for telecommunication equipment.
- Foreign testing labs: located abroad in various countries and has a scope of testing for telecommunication equipment.
Local test labs for DJID certification
The determination of local testing labs is carried out by the Ministry of Communication and Digital in coordination with National Accreditation Body of Indonesia known as KAN. For this recognition, local testing labs must have an SNI ISO/IEC 17025 accreditation certificate in order to apply for determination as a recognized local testing labs of testing telecommunication devices and equipment in Indonesia.
The determination of local testing labs is given by the ministry for a period of 5 years and can be extended. Local testing labs can also submit an application for additional testing scope to the ministry.
Foreign test labs for DJID certification
Currently there are two mechanism for recognition of foreign testing labs in Indonesia.
- Mutual Recognition Agreement (MRA): is an agreement on mutual recognition of test reports with other countries. It is implemented by mutual recognition of testing labs between two countries. Or we can say that if the MRA partner country only recognizes EMC testing labs in Indonesia, then Indonesia will also only recognize EMC testing labs in the MRA partner country.
- Non-Mutual Recognition Agreement (Non-MRA): foreign labs from non-MRA partner countries can still be recognized as partner labs through the non-MRA mechanism. In order to a foreign testing lab to be recognized as a non-MRA lab partner, they must has been recognized as foreign testing labs in the regulation of KEPDIRJEN SDPPI No. 109 year 2024. Foreign testing labs should submit their application for non-MRA lab partner as before 1 November 2024.
Expiration of KEPDIRJEN SDPPI No. 109 year 2024
On 31st December 2024, DJID announced that the regulation of KEPDIRJEN SDPPI No. 109 year 2024 has been expired and no longer valid for certification. At that time, all foreign test reports issued in 2025 will temporarily not be accepted by DJID.
However, based on PERMEN KOMINFO No. 5 year 2024, applicants are still able to process the certification using foreign test report that was issued before 2025 for the next 6 months.
At the time, this policy was making some of foreign testing labs quite confused about their status, especially because it takes long time for DJID to issue the new regulations of recognition of foreign testing labs.
New regulation for recognition of foreign test labs
On 19th February 2025, a new regulation of KEPMEN KOMDIGI No. 13 year 2025 was issued. It is about the new recognition of foreign testing labs for the purposes of certification of telecommunications equipment in Indonesia. This regulation is effectively enforced from 1st January 2025 until 31st December 2026.
In total, there are 103 foreign testing labs that have been re-recognized by DJID as Non-MRA labs partner. By the end of 2025, DJID will conduct a re-evaluation to provide updates regarding the recognition of foreign test labs with this non-MRA mechanism.

For foreign testing labs that are no longer recognized in this new regulation due to voluntary withdrawal or operational reasons, DJID can still accept their test reports for 6 months until their recognition is ended on 1st July 2025.
Plan of implementation for MRA
Starting from 1 January 2027, DJID will only accept test reports issued by foreign testing labs that are determined through the MRA mechanism for certification process.
As we already know, on 10 September 2024, a workshop with topic of the EMC testing process was held between Indonesia and South Korea. It was written that this workshop is an effort to exchange knowledge and strengthen cooperation between Indonesia and South Korea.
Based on the latest information, South Korea is most likely to be the first country that will implement MRA mechanism with Indonesia. As already mentioned before that the implemented MRA mechanism is a mutual recognition of the test reports through mutual recognition of the testing labs.
