The Directorate General of Digital Infrastructure (DJID) has issued a new regulation KEPMEN KOMDIGI No 469 year 2025 regarding list of telecommunications and non-telecommunications products that require DJID certification based on controlled HS code. We also have discussed the background and some key points of the enforcement of this new regulation during its public consultation period.
Referring to the new regulation KEPMEN KOMDIGI No 469 year 2025, control and supervision of telecommunications products based on HS code is divided into two groups, which are telecommunications devices/equipment and other products with telecommunications features. The regulation number 469/2025 has officially come into effect on 7 December 2025. The enforcement of regulation number 469/2025 also terminated the previous list of controlled HS codes under the regulation number 16/2018.

Key notes of new regulation KEPMEN KOMDIGI No 469/2025
The regulation of KEPMEN KOMDIGI No 469 year 2025 establishes a list of telecommunications and non-telecommunications devices/equipment that require DJID certification during the importation. Here are some important notes to be understood:
- The list of products in this new regulation are not only for telecommunications devices, but also for other devices/products with telecommunications features.
- The list of telecommunications and non-telecommunications devices in this regulation is compiled based on the Harmonized System (HS) code applicable in Indonesia.
- The inclusion of the HS code in this new regulation serves as an administrative oversight for controlling telecommunications and non-telecommunications devices imported into Indonesia.
- Products and devices that are not listed in this new regulation but still have telecommunications features are still required to do DJID certification.
- This new regulation came into effect 30 days after its enactment on 7 November 2025, which means it officially came into effect on 7 December 2025.
The enforcement of KEPMEN KOMDIGI No 469 year 2025 has significantly impacts many importers in Indonesia, particularly those who importing products under the controlled HS codes in this new regulation. However, DJID as the authority also confirmed that not all controlled HS codes in this new regulation subject to DJID certification, as there are several exceptions (EX) to the controlled HS codes.
If importers imports their products into Indonesia with controlled HS code that requiring DJID certification but the products do not have any telecommunications features, then importers can clarify the situation in their CIESA 4.0 system. Importers can log in to their CEISA 4.0 account and clarify the situation in the “Special Specifications” menu by selecting “Does not have telecommunications features”.
If the importer selects the clarification option for imported products as goods without telecommunications features, then further clarification in SIANTI system is not required. However, if the imported products have telecommunications features, then importers will need to submit further clarification in their SIANTI system. The following documents are required during the clarification process in SIANTI system:
- DJID Certificate of the product (pdf format)
- PIB (Goods Import Notification) document (pdf format)
- Commercial Invoice (pdf format)
- Device photos (jpg format)
The verification process in the SIANTI system will take 2-4 weeks. The Control Directorate will issue the verification results after reviewing all the data and the submitted documents. The verification results may indicate whether the supporting data and documents are consistent or inconsistent.
