On 31 July 2026, the Directorate General of Digital Infrastructure (DJID) has officially published the draft of technical standard for 5G Broadband Wireless Access (BWA) in the frequency band 3.3 GHz. The addition of the frequency band 3.3 GHz is an initiative by the Ministry of Communication and Digital Affairs (KOMDIGI) to accelerate digital transformation and ensure the quality of the national telecommunications ecosystem, free from interference.
The draft of technical standard for the 5G BWA frequency band 3.3 GHz is included two main technical specification attachments: one for Subscriber Station (SS) and the other for Base Station (BS). Public consultation on this draft technical standard is open until 14 August 2026. Therefore, in this article we will discuss all important notes from this new draft technical standard for the 5G BWA frequency band 3.3 GHz in Indonesia.
Key Notes of 5G BWA Frequency Band 3.3 GHz
This new draft technical standard was formulated to address a regulatory gap in Indonesia for frequency band 3.3 GHz, as previous technical standard did not accommodate the technical standards for 5G-based (IMT-2020) BWA devices operating in the frequency band 3.3 GHz. Following are several important notes from the draft technical standard of 5G-based devices BWA frequency band 3.3 GHz:
- Subscriber Station Technical Specifications: This regulation establishes technical specifications for 5G BWA Subscriber Stations (SS). These devices must operate within the frequency range of 3300 MHz – 3312.5 MHz using Time Division Duplex (TDD) mode and a maximum channel bandwidth of 10 MHz. The SS device must be powered via a wired connection to the mains electricity grid or Power over Ethernet (PoE); the use of batteries is strictly prohibited. Regarding the transmitter, the maximum output power is limited to 23 dBm, with a tolerance of +3/-4 dB.
- Base Station Technical Specifications: For 5G BWA Base Station (BS) devices, the regulation covers Type 1-C BS devices intended for Micro Cell scenarios. Like the SS, the BS device operates in the frequency range of 3300 MHz – 3312.5 MHz with a maximum bandwidth of 10 MHz. The device supports a 4T4R transmitter configuration, with a maximum output power limit of 5 Watts per port.
- Filter Usage Requirement: To protect adjacent spectrum, applicants for Base Station certification must submit test reports demonstrating that testing was conducted using integrated or external filters. Testing methods for unwanted emissions (including spurious emissions) are detailed to ensure no signal leakage interferes with other services.
- Antenna Operational Provisions: Antennas used with 5G BWA BS devices are limited to a maximum gain of 18 dBi. These antennas must comply with technical standards for IMT-based BS antennas.
- Electrical Safety Requirement: All devices, both SS and BS, must comply with risk-based electrical safety standards in accordance with SNI IEC 62368-1 and/or SNI IEC 60950-1.
- Electromagnetic Compatibility (EMC) Requirement: All devices, both SS and BS, must comply with the EMC standards of SNI CISPR 32 and/or the ETSI EN 301 489 series. Further provisions concerning EMC immunity and non-ionizing radiation limits will be stipulated in a separate technical standard.
